A. Development Directions

"What I care about is restoring your confidence in your provincial government. What I care about is making the government work for the people and not the people for the government. What I care about is for our people to see their government as a partner in their lives, not a roadblock to their dreams. What I care most is giving my constituents a quality of life that enhances their self-worth, their self-esteem and their value as responsible citizens of this world. This is the mission on which I shall dedicate my efforts during the next three years. I will not rest until we succeed.

b) Timely and efficient delivery of basic services, such as: education, health and other primary needs of our people

c) And a vibrant and dynamic economy that provides not only food security but also adequate income to every household for their other needs."

B. Priority Thrusts and Policies

An efficient and responsive government bureaucracy

  • Conduct management audit of existing systems, procedures, workflows, functions, staffing, etc.
  • Introduce cost reduction and efficiency enhancement (reward and promotion system)
  • Institute capability building programs for government workers to be effective and efficient in carrying out their functions and responsibilities.
  • Harness the power of Information Technology by instituting a fully integrated Management Information System to attain cutting-edge efficiency and effectiveness
  • Increase transparency in governance through the implementation of Electronic New Government Accounting System (e-NGAS)
  • Utilize Minimum Basic Needs (MBN) approach as a tool in planning & project development
  • Encourage NGAs-LGUs-Civil Society Organizations participation for improvement of delivery of basic services-harnessing Multi Stakeholder Partnership
  • Institute reforms towards increasing revenues through efficient, effective and creative collection of local taxes, charges and fees.
  • Explore project financing schemes like BOT, BOO, bond floatation, low interest loans from government financing institutions, etc.
  • Adopt cost sharing or counter parting schemes to finance major development programs

    HEALTH & NUTRITION
    • Provide adequate budget for government hospitals for the facilities, ambulances, equipment, medicines and medical personnel
    • Strengthen community health centers and convert them into lying-in centers
    • Provide support to Botika ng Barangay projects
    • Provide health insurance to indigent families
    • Aim for zero malnutrition
    • Improve the health of the population as measured by performance indicators like mortality, morbidity, infant mortality, maternal mortality, etc.
    EDUCATION
    • Provide adequate school facilities
    • Aim for Zero illiteracy
    • Emphasize enrichment of moral values and character building
    • Provide books and computers for students;
    • Provide scholarships for the poor but deserving students

    HOUSING
    • Implement the socialized housing program in coordination with the concerned municipal government.

    WELFARE
    • Provide quick-response welfare assistance services including shelter, livelihood, etc.

    Other basic services
    • Increase access to power and potable water

And a vibrant and dynamic economy that provides not only food
security but also adequate income to every household for their other needs

    CREATE A FAVORABLE CLIMATE FOR INVESTORS
    • Strengthen and expand access to local and foreign markets
    • Ensure sound environmental management
    • Support the development of an alternative power supply through renewable energy sources like hydropower and solar energy.
    • Pursue the maintenance of peace and order and a drug-free Davao Oriental
    • Improve port facilities in support to industrial development;
    • Rehabilitate/concreting of major arterial roads, bridges, and flood & drainage structures;
    • Encourage investments in hotels and lodging for tourists and businessmen
    • Take steps to open and to promote the use of the airport for domestic passenger and cargo flights.
    • Drum up investment promotion activities

    PUSH THE DEVELOPMENT OF VARIOUS INDUSTRIES
    • Provide support to agriculture by giving farmers and fisherfolks access to credit, technology transfer, post-harvest facilities, farm to market roads and marketing support
    • Provide infrastructure support for agriculture by rehabilitating provincial roads and other farm-to-market roads, providing post-harvest facilities and pump-priming irrigation projects
    • Maximize utilization of productive lands by encouraging agri-business ventures
    • Expand opportunities on major commodities such as coconut, mango, abaca, wood, livestock and fish products.
    • Promote the province's natural scenic spots and rich cultural heritage to put the province in the international tourist map.
    • Encourage investments in processing facilities of agricultural products for value-adding and job generation.

    PROVIDE INCOME FOR EVERY HOUSEHOLD FOR FOOD AND OTHER NEEDS
    • Pagkain at Kita Program
    • Promote micro-enterprise development
    • Hold "Kabuhayan Expo" at least twice a year
    • Upgrade skills through technical education (TESDA)
